About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is procuring 15 C-5 Manual Trim Valves (NSN 1650-01-449-8306, Part Number 200913892-10), which are critical hydraulic components that control the C-5 aircraft's Pitch Trim Actuator and horizontal stabilizer positioning system. This urgent requirement seeks manufacturers capable of producing these safety-critical valves, with potential contractors required to demonstrate extensive manufacturing capabilities including detailed factory layouts, machinery inventory, experience with similar aircraft parts, ISO 9001 quality certification, and the ability to perform over 50% of manufacturing in-house. Interested parties must be registered in the Joint Certification Program and approved to view Export Control data to obtain technical data packages, as the government owns all designs and manufacturing data. The evaluation will award to the responsible offeror with the lowest total evaluated price who receives a "Technically Acceptable" rating and meets all solicitation requirements. Following a modification extending the deadline, completed Request for Quote and Source Qualification responses are now due by 5:30 PM EST on August 11, 2025, with questions accepted only via email to Contract Specialist LynTasia Harris and Contracting Officer Phillip Russell.

This procurement is designated as a Total Small Business Set-Aside under FAR 19.5 and classified under NAICS code 332912 (Fluid Power Valve and Hose Fitting Manufacturing). Thomas Instruments (5H860) is identified as pre-qualified and exempt from the full qualification process, suggesting they may be an incumbent or preferred contractor. The solicitation will result in a Firm Fixed Price Purchase Order with a 12-month performance period, though no specific contract value is disclosed in the available documentation. The procurement emphasizes the critical nature of these components, noting that valve failure could place aircraft and crew in extremely hazardous situations due to potential loss of precise flight control. The solicitation is being managed by the Air Force Sustainment Center at Robins Air Force Base in Georgia, with technical requirements coordination through AFLCMC/WLSEAB at the same location.
