About this opportunity

Warner Robins Air Force Sustainment Center (WR-AFSC) intends to award a sole-source Firm Fixed Price Requirements Indefinite Delivery Contract to Lockheed Martin for repair services on Fire Control Computers used in B-52 AYQ-10 and B-1 ASQ-184 systems, with solicitation release anticipated on or about 19 October 2026. The statutory authority for other-than-full-and-open competition is 10 U.S.C. 2304(c)(1) under FAR 6.302-1, justified by the Government's lack of adequate technical data and intellectual property rights to enable competitive procurement.

Work is performed at Lockheed Martin's Owego, New York facility. The contract covers repair, overhaul, and return to serviceable condition of exchangeable Fire Control Computer units (NSNs 1280-01-514-5459 AY, 1280-01-512-1505 AY, and 1280-01-619-1370 AY), including planning, testing, engineering investigation of Deficiency Reports, labor, materials, quality systems, facilities, and replacement parts necessary for Air Force Supply readiness. The effort supports sustainment of systems unique to B-1 and B-52 aircraft.

This acquisition falls under the Air Force Supply Chain Enterprise Partners (SCEP) Class J&A, which consolidates multiple single-source contract actions under a five-year $4.29 billion authorization. The SCEP Class J&A expires 15 January 2036 or upon obligation of the full ceiling, whichever occurs first. A Sources Sought Synopsis conducted 23 January 2026 identified no additional qualified sources.

Interested parties may submit a Statement of Capabilities to Reid Sawyer (reid.sawyer@us.af.mil) by 20 October 2026. The Government reserves sole discretion to conduct competitive procurement based on capability responses received.
