About this opportunity

The Department of the Air Force Pacific Air Forces is soliciting a firm-fixed-price contract for lighting repair services at Building 155-7, Sagami General Depot (SGD) in Japan. The contractor will be responsible for repairing and replacing ceiling lights and emergency lights across four designated areas, with work including fixture replacement, removal of existing infrastructure, wire and conduit replacement as required, function testing, and illuminance measurements to meet specified standards of 300 lux average horizontal illuminance with a 3:1 maximum-to-minimum uniformity ratio. Key qualifications include possession of a valid Japanese CAGE code, valid Japanese business licenses, and personnel holding an Electrician License with a 2nd Class License or higher; contractors must also obtain base passes and maintain vehicle insurance of YEN30,000,000 bodily injury and YEN3,000,000 property damage coverage. The evaluation criteria focus on the contractor's ability to meet technical specifications and compliance requirements, including completion of work during weekday hours (0800-1630) and submission of required deliverables such as illuminance calculations, work schedules in English and Japanese, as-built documents, and work reports. The pre-solicitation notice was posted on April 14, 2026, with a due date of May 29, 2026, and an anticipated award date of June 20, 2026.

This opportunity carries no set-aside designation, and no incumbent contractor or potential awardee names are identified in the notice. The project scope is substantial, encompassing the replacement of 250 ceiling lights and 78 emergency lights across the four areas, with specific fixture models and manufacturers identified for compliance. Work must be performed entirely within Japan in accordance with Japanese law and U.S. Army regulations, and the contractor must submit personnel qualifications prior to award. While no explicit budget or award value is stated in the presolicitation materials, the scale of the lighting replacement project and associated labor requirements suggest a significant contract value. Key deliverables must be completed within 60 calendar days of work completion, and all work is contingent on contractor compliance with environmental, safety, and hazardous materials regulations established by U.S. Army and USAG Japan.
