The U.S. Coast Guard seeks repair of three G.C.U. (Generalized Control Unit, Part Number D25-050, NSN 5985-14-435-0135) components for HC-144 aircraft, with quotations due September 8, 2026 at 4:00 p.m. Eastern Time. This is an unrestricted RFQ (70Z03826QL0000202) issued as a commercial item procurement under FAR subpart 12.201, with no set-aside applied.

Award will be made firm-fixed-price on a competitive basis to the lowest priced, technically acceptable offeror. Contractors must hold current FAA 145 certification or equivalent OEM or Air Force approval; vendors other than the OEM or Production Approval Holder must perform at least 50 percent of work at their FAA-certified facility. The Coast Guard may exercise an option for up to two additional repairs at the same unit price, with the option period running one year from award date.

Place of performance is the contractor's FAA-certified repair facility, with final inspection and acceptance conducted by Coast Guard Aviation Logistics Center (ALC) Quality Assurance personnel in Elizabeth City, North Carolina. Delivery is required within 90 days after receipt of order; early and partial deliveries are acceptable. Repairs must comply with the latest OEM Component Maintenance Manual, and components must be packaged to ANSI/ESD S541 or MIL-STD-2073 standards as Electrostatic Discharge Sensitive items. The NAICS code is 488190, Other Support Activities for Air Transportation; PSC is J016. Service Contract Act wage determination 2015-4547 applies to work performed in Sarasota County, Florida. This is a solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.201 as supplemented with additional information included in this notice.  This announcement constitutes as the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03826QL0000202 is issued as a Request for Quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 488190 Repair The small business size standard is $40 million. This is an unrestricted solicitation. All responsible sources may submit a quotation which shall be considered by the agency.

It is anticipated that a firm-fixed price purchase order shall be awarded on a competitive basis as a result of this solicitation for the following items:

***At the time of award, the USCG will place an order for the repair of three (3) each G.C.U. In accordance with (IAW) Federal Acquisition Regulation (FAR) clause 52.217-6, the USCG may require up to two (2) each, additional repairs of G.C.U. at the same price specified in the original purchase order. The Contracting Officer may exercise this option by written notice to the Contractor through one year after date of award (or other mutually agreed-upon date). Delivery terms for additional orders shall be the same as called for in the original purchase order unless the parties otherwise agree.  

Sources must be able to obtain the required technical expertise, engineering data, and Original Equipment Manufacturers (OEM), SAFRAN ELECTRICAL & POWER CHATOU SAS (Cage Code F0296), parts required to successfully perform the required repairs. Concerns having the expertise and required capabilities to provide these repairs are invited to submit offers in accordance with the requirements stipulated in this solicitation.

The contractor shall furnish a Certificate of Conformance (COC) IAW FAR clause 52.246-15. The COC must be submitted in the format specified in the clause.

NOTE: NO DRAWINGS, SPECIFICATIONS, OR SCHEMATICS ARE AVAILABLE FROM THE USCG.
