About this opportunity

This notice provides advance information for the repair of Fire Station #2 at Davis-Monthan Air Force Base in Tucson, Arizona. The Department of the Air Force, Air Combat Command, 355th Contracting Squadron will solicit a firm fixed price contract to furnish all personnel, materials, and services necessary to complete the project in accordance with the project specifications and Base Design Compatibility Guidelines. Proposals will be evaluated based on the lowest price from a contractor deemed responsible in accordance with the Federal Acquisition Regulation 9.1. The solicitation is expected to be released on or around February 11, 2020.

This will be a competitive set-aside for historically underutilized business zone (HUBZone) firms. The applicable NAICS code is 236220 for commercial and institutional building construction with a size standard of $39.5 million. Interested firms must show evidence of bonding capacity up to the estimated project value between $1-5 million. The performance period for the repair work will be 235 calendar days. The System for Award Management must be checked for release of the full solicitation and all contractors must register as active users to be eligible for award.

NOTICE TO OFFERORS:  FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT.  NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE MADE AVAILABLE.  THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE.  THIS SYNOPSIS IS NOT A SOURCES SOUGHT NOTICE; DO NOT CONTACT THE CONTRACTING OFFICE TO PROVIDE CAPABILITIES STATEMENTS OR NOTICE OF INTEREST.

                                                          

Department of the Air Force, Air Combat Command, 355th Contracting Squadron, will solicit for a Firm Fixed Price contract at Davis-Monthan (DM) Air Force Base (AFB), Tucson, Arizona (AZ).  The applicable North American Industry Classification System (NAICS) code is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $39,500,000.00.  The work to be performed consists of Repair Fire Station #2, Fac 1713.  The following descriptions are for general reference only, and shall not be construed as a complete list of all operations to be performed.

  1. The work includes: furnish the personnel, services, and materials required for the Repair Fire Station #2, Fac 1713at Davis-Monthan AFB.
  1. All work shall comply with the current Base Design Compatibility Guidelines (DCG), and supervision necessary to complete the following project at DMAFB, AZ in accordance with (IAW) the project specifications:

IAW FAR 36.204; the project magnitude is between $1,000,000 and $5,000,000.

AT A MINIMUM, THE FOLLOWING INFORMATION WILL BE REQUIRED:

THIS PROCUREMENT IS A COMPETITIVE HISTORICALLY UNDERUTILIZED BUSINESS ZONE (HUBZONE) SET-ASIDE.


The successful contractor shall be selected based on the lowest proposed price and upon determination by the Contracting Officer that the prospective contractor is responsible IAW FAR 9.1.  An initial Pre-Performance conference will be held at DMAFB, Tucson, AZ.        


The performance period for this project is 235 calendar days.  Interested HUBZone firms will be required to show evidence of bonding capability to the maximum magnitude of the project as outlined in the solicitation.

The solicitation is expected to be issued on or around 11 February 2020.  The closing date and time for submission of offers will be contained in the solicitation package.  The entire solicitation will be available in electronic format, at no cost, from Contract  Opportunities section at www.beta.sam.gov.; no paper copies will be issued.  Potential offers are responsible for monitoring this site for the release of the solicitation package.  To be eligible for contract award, offerors must be registered and marked active in the System for Award Management (SAM).  Register via the SAM Web site at www.sam.gov.  All responsible contractors may submit a proposal that shall be considered by this Agency.
