About this opportunity

The Department of Veterans Affairs, Network Contracting Office 10, seeks repair of the sixth-floor overhang soffit of the CARES Tower at Cleveland VA Medical Center, with proposals due September 28, 2026 at 5:00 PM EDT. This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses under NAICS 238310, with a $19.0 million small business size standard.

Place of performance is Cleveland, Ohio (10701 East Boulevard, Cleveland, OH 44106). The scope requires removal of existing exterior gypsum board sheathing from the overhang, inspection and securing of adjacent panels with additional fasteners, installation of new 5/8" Gold Bond eXP exterior gypsum board per specification, joint and fastener finishing, and application of two coats of exterior alkyd paint to match existing finishes. A full-time on-site job superintendent is required during normal work hours (8:00 AM to 4:30 PM). Period of performance runs September 30, 2026 through December 11, 2026, with work to be completed within 42 calendar days following a required kick-off meeting within 14 days of contract award.

Bidders must provide proof of OSHA 30-certification and OSHA 10 training for all workers, submit a site-specific safety plan, and maintain minimum insurance including $500,000 general liability, $200,000 per-person automobile liability, and workers' compensation coverage. A one-year warranty on materials and workmanship is mandated. Prevailing wage rates under Service Contract Act Wage Determination No. 2015-4727 (Cuyahoga County) apply. PE-stamped scaffolding drawings are required prior to erection. The government notes that minimum temperature requirements (50 degrees Fahrenheit) for exterior finish application may compress the stated schedule and will be discussed at post-award meeting. VAAR 852.219-75 subcontracting limitations apply: prime contractors cannot pay more than 75% of government-paid amounts to non-certified SDVOSB/VOSB firms on special trade construction contracts; material costs are excluded from this calculation.
