About this opportunity
This pre-solicitation notice seeks to replace two oversized domestic water pumps and associated infrastructure at Building 420 on Schriever Air Force Base. The Department of the Air Force Space Command requires contractors to furnish all labor, equipment, materials and perform all operations necessary to replace the pumps with a combination of smaller variable frequency drive pumps better suited to the facility's flow requirements. Additionally, contractors must replace all steel piping and install a new fire department connection in accordance with specifications. The work must be completed within 280 calendar days and will be awarded based on technical evaluation factors including design approach, schedule and price. Questions regarding this opportunity are due by December 27, 2019.
This requirement has been set aside for total small business and falls under NAICS code 237110 (Water and Sewer Line and Related Structures Construction) and PSC code C451 (Plumbing, Heat, Vent, and Air Conditioning). As the incumbent, American Marsh pumps will be replaced. Given the scope of pump replacement and infrastructure work required, this contract is estimated between $500,000 and $1,000,000. All work must be finished within the 280 day performance period to ensure continued water service to Building 420 and fire protection capabilities.
Notice text
Building 420 houses the domestic water pump system for SAFB. This facility is located inside the Restricted Area (RA).
There are currently two American Marsh domestic water pumps in service in Building 420. These pumps run on variable frequency drives (VFD), and are rated for 1,500 GPM at 90 psi. They are powered by 125 horsepower (HP) electric motors. There is room for one additional domestic water supply standby pump which can be added for redundancy. The pumps are set at a pre-set pressure of approximately 84 psi. These domestic water pumps are oversized for the wide range of flows at SAFB. Night time flows are below 100 GPM. Even with the VFD's, these low flows operate substantially outside the recommended range for these pumps.
There are also three fire pumps housed in Building 420. Two of the fire pumps are 125 HP electric fire pumps, each rated for 1,000 GPM at 125 psi. The third fire pump is a 2012 diesel driven single stage fire pump rated for 1,500 GPM at 125 psi. The third diesel fire pump provides approximately 24 hours of backup water at full engine power.
