About this opportunity
The Army National Guard sought repair of asphalt pavement in the POL (Petroleum, Oils, and Lubricants) yard at Battle Creek Air National Guard Base, Michigan, with bids due August 27, 2026. This is a total Small Business set-aside under NAICS 238990.
Place of performance is 2200 Logistics Drive, Battle Creek, Michigan 49037. The work requires milling approximately 36,000 square feet of existing asphalt, removal of at least 4 inches of pavement, verification that the existing sub-base meets AASHTO A-2-4 soil classification, application of emulsion bond coats, and paving with a minimum 4-inch thickness of new asphalt equivalent to a fine finish/surface course meeting MDOT standards and subject to government approval. Thermoplastic striping for parking lot spaces is included; curb painting was removed by Amendment 0001. Contractors must price a reasonable allowance for sub-base removal and replacement, with materially different sub-base conditions subject to FAR 52.236-2 differing site conditions claims. Third-party testing must comply with UFGS standards, including compaction testing at 1 test per 500 square yards (minimum 92–96% Theoretical Maximum Density for mat, 90.5% minimum for joints), mix temperature testing at minimum 4 checks per day, and Theoretical Max Density testing at minimum 1 per day. The testing firm must maintain ASTM D3666 accreditation. Work hours are 0745–1600. Period of performance is 365 days from Notice to Proceed, including all work through final acceptance and site restoration, with winter exclusion and no government-funded extensions for weather delays. Performance and payment bonds are required at 100% of contract price within 10 calendar days of award. The government estimate is $280,357. Six contractors submitted bids on August 27; the low bid was Sawyer Services Inc at $251,477.74. Amendment 0001 clarified sub-base requirements, asphalt temperature, and compaction standards plus added UFGS testing references. Responses to RFIs and Amendment 0001 were posted August 20. All amendments must be acknowledged on the SF 1442; failure to acknowledge may result in bid rejection. The project is currently unfunded with anticipated funding availability by September 30, 2026.
