About this file

This is a Questions and Answers (Q&A) document for a federal contract solicitation related to asphalt replacement work at a POL (Petroleum, Oil, Lubricants) yard facility.

The project requires milling and replacement of approximately 36,000 square feet of asphalt pavement with a minimum 4-inch thickness of new asphalt. Required lifts are based on what is allowable to achieve 4 inches and correct slope. The contractor must remove at least 4 inches of existing asphalt and verify that the existing sub-base meets AASHTO A-2-4 soil classification using ASTM D3282 or AASHTO M145 testing methods. The asphalt mix must be equivalent to a fine finish/surface course asphalt to industry standard for MDOT roads, subject to Government approval. Contractors should price a reasonable allowance for sub-base removal and replacement; materially different sub-base conditions will be considered a change order under FAR 52.236-2 Differing Site Conditions. Third-party testing must comply with UFGS standards, including compaction testing at 1 test per 500 square yards using ASTM D2950 (minimum 92-96% Theoretical Maximum Density for mat, 90.5% minimum for joints), mix temperature testing at minimum 4 checks per day using ASTM D3236, and Theoretical Max Density testing at minimum 1 per day using ASTM D2041. The testing firm must maintain ASTM D3666 accreditation. Work hours are 0745-1600 per the Statement of Work. The solicitation is a 100% Small Business set-aside under NAICS 238990 with no subcontracting limitations clause. Performance and payment bonds are required at 100% of contract price within 10 calendar days of award, and liquidated damages do not apply. Personnel and vehicles must use a single installation entrance; base access request forms allow unescorted access with inspection at each entry. Milled asphalt may be recycled offsite by the contractor and must be removed from the installation. No parking space or curb painting is required.

Project Question Answer

POL Asphalt

Asphalt Replacement Thickness The SOW requires removal of at least 4 inches of existing asphalt but does not clearly state the required total thickness or lift configuration for the new asphalt pavement.

Please confirm the required total asphalt thickness, number of lifts, and thickness of each lift.

Required lifts are based on what is allowable to get to 4in and correct slope

POL Asphalt Coring Testing - Can you confirm if coring testing was taken to confirm existing asphalt is 4”

Coring testing was not performed.

POL Asphalt

Asphalt Mix Specification The SOW states that the asphalt mix design must be equivalent to a “fine finish/surface course asphalt.” Please provide the required MDOT/UFGS mix designation, aggregate gradation, binder grade, or other specific asphalt mix requirements to be used for pricing.

Industry standard mix for MDOT roads. Asphalt mix must be submitted to Government for approval to be equivalent to fine finish/surface course asphalt.

Sub-Base Repair Responsibility The SOW requires the Contractor to verify that the existing sub-base is suitable and meets A-2-4 soil classification but does not establish an allowance or quantity for removal/replacement of unsuitable material. If unsuitable sub-base is encountered after milling, will repair/replacement be considered additional work, or should bidders include an allowance in the base bid?

Bidders should price a reasonable amount of removal/replacement for a site of this size and scope. If sub-base conditions are materially different from those ordinarily encountered and generally recognized as inhering in work of the character provided for in the contract, a change will be considered under FAR 52.236-2 Differing Site Conditions.

Sub-Base Testing Please confirm what testing is required to establish that the existing sub-base meets the AASHTO A-2-4 requirement, including testing method, frequency, and whether testing must be performed by an independent laboratory.

Per UFGS 32 11 23 (Aggregate Base Course) and UFGS 31 00 00 (Earthwork), if milling completely removes the pavement down to bare subgrade or underlying base the following tests are required:

Proof Rolling with heavy pneumatic roller/truck and visually inspecting 100% coverage. There can be zero rebounding, rutting, or deflection

Compaction testing using ASTM D6938 (Nuclear Method) or ASTM D1556 (Sand Cone), with a minimum of 1 test per 2,000 sq

ft. Results must yield minimum 95% max dry density (MDD) for cohesive soils, and 100% MDD for cohesionless-soils.

Laboratory Compaction Curves using ASTM D1557 (Modified Proctor), with 1 test per major soil type encountered, to be used in determining compaction test and moisture content results.

Moisture Content using ASTM D6938/ASTM D2216. Tested concurrently with each field density test. Must be within +-2% of optimum moisture content determined by proctor test.

All underlying soil needs to have a California Bearing Ratio (CBR) of more than 15. CBR testing will be directed as needed if subgrade instability is suspected.

Paving Limits / Quantity The SOW identifies approximately 36,000 SF of milling and paving, while the drawing identifies several individual asphalt areas and quantities. Please confirm that 36,000 SF is the intended total contract paving quantity and identify the exact limits to be included in the Base Bid.

36,000 SF is estimated total contract amount based on the apshalt the Government measured and highlighted in the drawing. Other areas on drawing are concrete and not included in the asphalt replacement.

Third-Party Testing Requirements The SOW requires third-party temperature and compaction testing. Please identify the required testing standard, testing frequency, number of tests anticipated, and any required qualifications/accreditation for the testing firm.

Per UFGS 32 12 15, the testing firm must have ASTM D3666 accreditation for all specified ASTM HMA test methods. UFGS 32 11 23 specifies the following testing for HMA.

Compaction/density testing will meet ASTM D2950 (Nuclear Method) calibrated against ASTM D2726 (Core Bulk Specific Gravity). Nuclear Gauge: 1 test per 500 sq yards of placed material. Cores: Minimum of 4 random cores per day of paving to calibrate the gauge. Mat Density will be 92-96% of Theoretical Maximum Density. Joint Density will be 90.5% minimum of TMD.

Mix Temperature will be ASTM D3236 (Calibrated Infrared Thermometer). Measurements will be taken behind the paver hopper at the start of paving, and coinciding with every compaction test (minimum 4 checks per day). Temperature must remain within the range specified in the approved Job Mix Formula (JMF).

Theoretical Max Density will be ASTM D2041. Minimum 1 test per day of production to determine target density.

POL Asphalt

Compaction Requirement The SOW requires minimum 95% compaction. Please confirm whether this is based on theoretical maximum density, laboratory density, or another specified standard, and identify the applicable test method.

This will be based on Theoretical Max Density. See previous RFI for details.

POL Asphalt

POL Yard Phasing / Shutdown Can the entire POL Yard be taken out of service during milling and paving, or will the Contractor be required to phase the work to maintain POL vehicle access and operations? If phasing is required, please identify the required access lanes or operational areas that must remain available.

Phasing is not required, but downtime must be minized and coordinated with the Government.

Fueling Infrastructure Protection Please identify any special clearance, vibration, loading, or equipment restrictions associated with operating milling machines, rollers, dump trucks, or paving equipment adjacent to existing POL tanks, piping, dispensers, or other fuel infrastructure.

Fuel infrastructure is located within concrete portions of the POL yard and the concrete is to remain there. There are no anticipated restrications as described within the asphalt areas.

POL Asphalt

Drainage / Existing Storm Inlets The SOW requires grading and slope to maintain proper drainage to existing storm-water inlets. Please confirm whether existing elevations and drainage patterns are to be maintained or whether any specific minimum/maximum slope requirements apply.

Existing elevations and drainage are to be maintained to allow for proper drainage.

POL Asphalt

Thermoplastic Striping and Curb Painting Please confirm the required colors, widths, dimensions, and exact limits for the three parking spaces and curb markings. Also, Can you confirm that no painting is required to the curbs per the site visit.

Industry standard markings for three parking spaces, two stripes.

No painting is required for the curbs, per the site visit.

POL Asphalt

Thermoplastic on Curbs The SOW specifies thermoplastic material for curb painting. Please confirm that thermoplastic is specifically required for the vertical/horizontal curb surfaces, rather than conventional traffic or curb paint.

No painting is required for the curbs, per the site visit.

POL Asphalt

Existing Pavement Disposal / Recycling Please confirm whether milled asphalt may be recycled offsite by the Contractor or whether any portion is considered Government recyclable property and must remain on the installation. The SOW requires Contractor disposal, while Division 01 includes Government recycling requirements.

Milled apshalt may be recycled offsite by the contractor. Must be removed from installation.

POL Asphalt

Work Hours Conflict The SOW identifies normal working hours of approximately 0745–1600, while Division 01 identifies normal Contractor work hours of approximately 0700–1630. Please confirm the hours bidders should use for scheduling and pricing.

The SOW hours are correct. Please utilize SOW hours.

Traffic Control Requirements Please confirm whether the Contractor must provide a project-specific engineered traffic-control plan, or whether a Contractor-prepared plan complying with Part 6 of the MMUTCD is acceptable.

Contractor-prepared plan is acceptable.

POL Asphalt

Please confirm whether all project-related vehicles, such as dump trucks, sweepers, equipment hauling trailers and other material-hauling equipment, will be required to enter the job site through the same entrance used during the 8/11/26 site visit, and if similar escorting would be required for all visits by these vehicles? Can alternative entrances be used, such as the entrance(s) off Dickman Road, for material-hauling equipment?

The same entrance will be used as during the 8/11/26 visit, this is the only entrance to the installation. Dickman Rd entrance will not be open. Personnel accessing the installation will need to complete a base access request form. This will allow personnel to not have to be escorted.

Please clarify whether an expedited process is available for vehicles that will need to make multiple trips in and out of the facility throughout the workday. Examples include hauling milled asphalt off-site, debris swept up with sweepers, and transporting hot mix asphalt (HMA) from the asphalt plant to the project site. If an expedited process exists, please provide the applicable requirements and procedures.

Base access request form will need to be completed for unescorted access to the installation. All vehicles will still be inspected upon each entry to the base. There is no expedited access.

POL Asphalt

If milling must exceed 4 inches in depth, additional sub-base may need to be furnished and installed prior to asphalt paving. This is not covered by the current scope of work (SOW).

The SOW requires the removal (milling) of at least 4 inches of asphalt, and the contractor must ensure the sub-base is not compromised, and it is adequate to receive new asphalt (sub-base must meet A-2-4 soil, according to AASHTO Soil Classification System).

If removal (milling) to a depth of more than 4 inches is necessary to expose the sub-base for inspection and grading in accordance with the SOW, will a work stoppage be required while additional approvals are obtained to proceed with the additional work before grading sub-base and asphalt paving can continue?

If required milling significantly exceeds 4 inches, or if sub-base conditions are materially from those ordinarily encountered and generally recognized as inhering in work of the character provided for in the contract, a change will be considered under FAR 52.236-2 Differing Site Conditions. The contractor must immediately notify the Government in accordance with that clause.

POL Asphalt

Can you clarify the requirement in Section 1.2, Item 1(b), which states that the sub-base must meet the AASHTO A-2-4 soil classification? Will a visual inspection of the exposed sub-base by the contractor be considered sufficient to confirm that the material meets the AASHTO A-2-4 classification?

No, soil classification should utilize ASTM D3282 or AASHTO M

145. See subgrade compaction testing requirements in previous RFI response.
