About this opportunity
The U.S. Coast Guard seeks repair services for Auxiliary Power Units (APUs) and associated components used on HC-27J aircraft through Solicitation Number 70Z03825QW0000044, issued as a Request for Quote (RFQ) for commercial items. The procurement requires an Original Equipment Manufacturer (OEM) or FAA-certified repair center to perform comprehensive repair, modification, and overhaul services including teardown, inspection, rework, assembly, and testing in accordance with OEM specifications. Contractors must be capable of handling configuration changes, service bulletins, modifications, and maintaining detailed component history records through the Coast Guard's Asset Computerized Maintenance System (ACMS). The evaluation will prioritize responsible sources that can meet FAA airworthiness certification requirements and demonstrate compliance with all federal acquisition regulations, including restrictions on prohibited telecommunications equipment. The updated proposal submission deadline is November 21, 2025, at 4:00 PM EST, with all questions and proposals to be submitted via email to Stephanie.O.Reams@uscg.mil; this represents a revision from the original October 20, 2025 deadline announced in Amendment 1.
This solicitation contains no small business set-aside; however, the Coast Guard intends to award to Pratt & Whitney, 400 Main Street East Hartford, Connecticut 06118, the OEM of the parts being repaired, based on a justification for other than full and open competition due to proprietary technical data and specialized repair requirements. The contract will be an Indefinite Delivery Requirements contract consisting of a one-year base period and four one-year option periods, for a total contract duration not exceeding five years, with estimated annual repair quantities of 2 APU minor repairs, 2 APU major repairs, 2 modulating valve repairs, 1 fuel control assembly repair, and 1 APU FADEC repair per year. All offerors must submit prices for all five years to be considered for award, though all quantities are estimates and subject to change. Specific award values have not been disclosed in the solicitation; however, the small business size standard is $40 million. The Coast Guard operates ten C-27J aircraft, and the work will be performed by the contractor's facility, with all repairs tracked and documented in accordance with OEM specifications and Coast Guard maintenance protocols.
