About this opportunity

The Air Force Research Laboratory is seeking repair and refurbishment services for three Sumitomo cryogenic coldheads that are part of a superconducting nanowire single photon detector (SNSPD) system. The work requires on-site "hot swap" replacement by a Sumitomo-trained technician, as one coldhead has failed and the other two are due for scheduled maintenance. The government intends to award a sole source contract to Sumitomo Cryogenics of America, Inc. in Allentown, Pennsylvania, based on their determination that no other source can perform this specialized repair due to the custom nature of the equipment and proprietary intellectual property involved. While this is structured as a sole source procurement, all responsible sources may submit capability statements or proposals that demonstrate clear and convincing evidence that competition would be advantageous to the government in future procurements. All inquiries must be directed to Jenna.Tarbania@us.af.mil, with responses due by June 24, 2025.

This procurement does not utilize any set-aside designations and falls under NAICS code 811210 with a small business size standard of $34 million in annual receipts. Sumitomo Cryogenics of America, Inc. is identified as the intended sole source contractor given their proprietary manufacturing and technical expertise with these specialized cryogenic systems. The contract involves servicing three coldheads total, with the government anticipating an award date on or before July 31, 2025. No specific contract value or budget range has been disclosed in this pre-solicitation notice, and the agency will prepare a Sole Source Justification to accompany the subsequent Notice of Award in accordance with applicable regulations.

The Government’s superconducting nanowire single photon detector (SNSPD) system requires a “hot swap” replacement of three (3) cryogenic coldheads manufactured by Sumitomo Cryogenics of America, Inc. Replacement must be done on site by a Sumitomo trained technician.

The Government intends to negotiate a sole source contract with Sumitomo Cryogenics of America, 1833 Vultee Street, Allentown, PA.

The required action must be performed by a Sumitomo trained technician.

Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 31 July 2025.
