About this opportunity

The Department of the Army Medical Command, through the Medical Readiness Contracting Office - Pacific, is soliciting repair and preventative maintenance services for a CA-660 Coagulation Analyzer located at Bassett Army Community Hospital in Fort Wainwright, Alaska. The procurement includes one-time initial service, maintenance, and inspection to bring the analyzer to original equipment manufacturer (OEM) standards, followed by quarterly repair and preventative maintenance services. The government intends to award this contract on a sole source basis to Siemens Healthcare Diagnostics Inc., based on the determination that only this company is capable of meeting the requirements, as Siemens is the exclusive service provider for the Sysmex CA-660 and only Siemens-trained personnel using original equipment manufactured parts can perform the necessary work. The government will evaluate any capability statements from interested parties demonstrating alternative sources of supply, with submissions due by April 7, 2026 at 10:00 AM Hawaii Standard Time. Quotations must be submitted in two separate volumes (administrative and price) via email to the primary point of contact, Charis Naito, at charis.k.naito.civ@health.mil.

This solicitation is designated as a Women-Owned Small Business (WOSB) set-aside, with Siemens Healthcare Diagnostics Inc. (CAGE Code: 1K2V6) identified as the intended sole source awardee. The contract covers a base period of May 1, 2026 through April 30, 2027, with four option periods extending through April 30, 2031, providing up to five years of service coverage. While specific budget amounts are not disclosed in the solicitation notice, the contract structure includes firm fixed pricing for both the initial inspection and quarterly maintenance services across all contract periods. Contract administration and inspection will be conducted by Ms. Charis K. Naito, with acceptance and performance occurring at Bassett Army Community Hospital (DoDAAC HT0776) in Alaska. Payment will be processed through the Wide Area WorkFlow (WAWF) system using the Invoice 2-in-1 document type, and the contract will incorporate standard FAR and DFARS clauses addressing cybersecurity, whistleblower protections, and anti-trafficking requirements.
