Place of performance is Rock Creek Park, covering approximately 4.5 miles of pervious trails and parking lot pavement (approximately 228,300 square feet). The contractor must supply all equipment, materials, tools, and labor to maintain 100% functionality of the permeable pavement system and stormwater management structures in compliance with Section 3.5.7 of the District Department of Energy & Environment Stormwater Guidebook Permeable Pavement Systems. Scope includes routine monthly, quarterly, and annual maintenance tasks such as visual inspections, removal of leaves and sediment, moss treatment, debris accumulation removal, culvert and check dam inspection, plant and tree management, infiltration testing using ASTM C1701 or ASTM C1781 at minimum three locations, and erosion repair. The contractor must maintain detailed maintenance logs and achieve an 85% Acceptable Quality Level for all tasks, with deficiencies corrected within 48 hours of written notification.

The contract is firm-fixed price with a base performance period from September 25, 2026 to September 24, 2027, followed by four one-year option periods and a six-month extension option.
