About this opportunity

The Department of the Air Force Air Combat Command, through the 4th Contracting Squadron at Seymour Johnson Air Force Base, is seeking qualified contractors to perform repair work on airfield and base pavements at three North Carolina locations: Seymour Johnson AFB in Goldsboro, Dare County Bombing Range, and Blakeslee Air Force Recreation Area in Kure Beach. The scope of work encompasses a comprehensive range of pavement and infrastructure services including asphalt pavement repair, sealing and replacement; concrete pavement repair and replacement; curb and gutter repair; clearing and grubbing; excavation and fill work; milling of bituminous pavement; pavement markings; seeding and landscaping; soil erosion control; railroad work; airfield, street and area lighting; and waterline, sewer line, and storm drainage installation and maintenance. This is a sources sought notice for market research purposes and does not constitute a formal request for proposal or invitation for bid. Interested firms must respond by March 20, 2026, and all work must be performed in accordance with detailed specifications, drawings, and approved documents that will be included in the final solicitation. The Government is seeking to understand the interest, capability, and socio-economic status of potential sources in the highway, street, and bridge construction market (NAICS 237310).

The notice indicates that this requirement has previously been set aside for HUBZone firms and is currently being performed by a HUBZone small business concern, suggesting a potential incumbent contractor. However, the current sources sought announcement does not appear to restrict participation based on HUBZone status, though earlier iterations of this notice specifically targeted HUBZone-certified firms as the only eligible sources. No specific contract award value or budget range is provided in this pre-solicitation notice, nor are detailed performance timelines or quantity specifications disclosed. The Government welcomes responses from any size business that meets the capability requirements and requests that interested parties provide information about their business status, including certifications such as 8a status, HUBZone certification, service-disabled veteran-owned small business status, woman-owned small business status, or other relevant socio-economic designations. A formal solicitation with complete terms, conditions, and specifications is anticipated to follow this market research phase.
