About this opportunity
The Department of the Air Force Air Education and Training Command seeks repainting of ten static display aircraft—nine at Luke AFB and one at Gila Bend, Arizona—with proposals due July 9, 2026. This is a 100% small business set-aside, firm fixed price procurement with an offer due date of July 10, 2026 at 7:00 AM local time (the July 9 deadline in the notice header reflects the RFQ submission deadline to Gregory McDonald; the formal solicitation deadline is July 10).
Place of performance spans Luke AFB (14185 Falcon Street and 14354 W. Starfighter Street, Building 997) and Gila Bend, Arizona. Performance must be completed within 270 calendar days from award, with work performed Monday through Friday during daylight hours. The aircraft include one each of F-16, F-84, F-100, F-4, F-15, T-33, F-86, AT-6, and F-104 at Luke AFB, plus one F-84 at Gila Bend.
Work scope includes limited disassembly, corrosion removal and treatment, surface preparation, primer application, multi-layer topcoat application in high-gloss finish, and recreation of all markings, insignias, lettering, tail numbers, pilot names, and crew chief names using government-provided stencil templates. The contractor furnishes all materials, equipment, tools, safety gear, and personnel. Painting must comply with Maricopa County Air Quality Rule 335 (VOC limits); Sherwin-Williams Pro Industrial products are specified. HEPA filtration sanding only; water blasting and sand blasting are prohibited. The contractor manages all hazardous waste disposal under federal, state, and local environmental regulations and submits a Hazardous Materials Inventory List 14 days before work begins, weekly environmental reports, bi-weekly progress reports, and weekly inspection records.
All contractor personnel require base identification badges and must comply with Luke AFB access, photography, traffic, and weapons policies. The contractor assumes strict liability for damage to aircraft or government property. Award criteria are technical acceptability to specifications, SPRS past performance rating of Green or better, and lowest total evaluated price. The NAICS code is 238320, Painting and Wall Covering Contractors. Contracting Officer is Gregory McDonald (gregory.mcdonald.15@us.af.mil, 896-2782); Jacqueline Aranda is an additional point of contact. An amendment dated July 1, 2026 updated the SOW to reflect the total of 10 aircraft and updated questions and answers are available.
