About this file

This is a Questions and Answers document pertaining to a federal aircraft repainting contract opportunity.

The project involves the complete repainting of 10 static display aircraft: 9 located at Luke Air Force Base and 1 at Gila Bend, Arizona. All aircraft must be repainted to match their current paint schemes, markings, and appearance, with all markings, insignias, lettering, tail numbers, pilot names, crew chief names, and stencils recreated and installed by the contractor. The Government will provide stencil templates. Contractors must submit a single quotation for the entire project and are responsible for furnishing all equipment required to perform the work, including lifts and access equipment. Surface preparation and repainting are the only scope items; no additional repairs are required. The project must be completed within 90 days of award, and contractors are permitted to work on multiple aircraft simultaneously. Luke AFB sites generally have electricity and water available, with 8 of 9 jets having both utilities in the vicinity; however, the F-16 in front of wing headquarters has electricity but no water hookups, and the Gila Bend location has neither utility available, requiring contractors to provide a generator. Contractors may use man lifts on terrain but are responsible for repairing any grass damage caused. No restroom facilities are available for contractors.
