About this opportunity
Immigration and Customs Enforcement intends to procure, on a sole-source basis, rental of an outdoor firing range facility for the ICE/ERO Buffalo Field Office, awarded to Escarpment Arms, Inc. under contract 70CDCR26P00000014 on August 5, 2026.
The justification identifies Escarpment Arms as the only known vendor in the metropolitan Buffalo, NY area with current available capacity to meet the requirement. Competing local facilities—Tonawanda Sportsmen's Club, Niagara Gun Range, and Erie County Sheriff's Department range—are either unwilling to contract with ICE or fully committed to other federal agencies (CBP and FBI). The requirement serves approximately 80 ICE law enforcement officers stationed at the Buffalo Field Office and Buffalo Federal Detention Facility in Batavia, NY, enabling them to meet quarterly firearms training requirements. The base requirement comprises up to 40 days annually, with an option to purchase up to 20 additional days annually for remedial training and special response team training. Period of performance is one 12-month base period with two 12-month option periods. The facility must provide 25-, 50-, and 100-yard firearms lanes. Place of performance is the metropolitan Buffalo, NY area. The proposed price is deemed fair and reasonable based on comparison with the vendor's previous pricing under a prior purchase order, adjusted for annual escalation.
Notice text
ICE/OAQ intends to procure, on a sole source basis, the rental of an outdoor firing range facility (on an annual basis; the period of performance incorporates one (1) twelve (12) month base period, and two (2) 12-month option periods) for up to forty (20) days annually, with an option to purchase an increased quantity of up to twenty (20) additional days annually. The current ICE/ERO/Buffalo Field Office requirement is to procure outdoor firing range rental services for approximately 80 ICE law enforcement officers currently stationed at the ICE/ERO/Buffalo Field Office and the Buffalo Federal Detention Facility located in Batavia, NY. These services are required to provide ICE officers with the ability to meet quarterly firearms training requirements. The option for increased quantity (20 additional days) is determined to be necessary, to provide additional range days that may be required for ad-hoc situations such as remedial firearms training for ICE officers, and training for special response teams (SRT) .
Awarded contract 70CDCR26P00000014 to unknown vendor for unknown amount on 2026-08-05.
