About this opportunity
Norfolk Naval Shipyard (NNSY), under the Department of the Navy Naval Sea Systems Command, is conducting a Sources Sought announcement to identify qualified contractors capable of providing rental A/C units with integrated heating systems for a boat enclosure facility. The requirement calls for contractors to supply five 75-80 ton air conditioning units with specific electrical specifications (120/460V power, 400-amp circuit capability) and heating capacity (minimum 125 kW at 460V/3 phase), capable of delivering 900,000 BTU/hr cooling with a 25-degree temperature drop at 12,000 CFM. Key contractor qualifications include the ability to deliver and remove units at no additional cost, provide preventative maintenance with monthly reporting, respond to service requests within two hours for repairs and eight hours for unit replacement, and comply with naval base access requirements including DBIDS credentials and safety protocols. The units must operate continuously in outdoor, saltwater air environments at Drydock 4 in Portsmouth, Virginia. This is a market research announcement only, and responses are due by November 5, 2025; however, no formal evaluation criteria have been disclosed, and no contract award will be made based solely on this Sources Sought notice.
This announcement carries no set-aside designation and does not identify any incumbent contractors or current service providers. No award value or budget range has been disclosed in the pre-solicitation notice. The critical timeline specifies a required delivery date of January 2, 2026, and the units must be capable of 24/7 operation. Interested contractors should note that this Sources Sought is purely informational and does not constitute a Request for Quote (RFQ) or commitment to award; responders bear all costs associated with submitting information, and proprietary responses will be protected. The procurement falls under NAICS code 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing) and PSC code W035 (Lease or Rental of Equipment—Service and Trade Equipment), with responses intended to support NNSY's market research and source identification efforts.
