About this opportunity

Portsmouth Naval Shipyard, operating under Naval Sea Systems Command, seeks to rent one electric 800 CFM low-pressure air compressor (oil-free) for Naval Base Point Loma, San Diego, California, with responses due October 21, 2026 at 12:30 PM EST. This is a Total Small Business Set-Aside under NAICS 532490 with a $40.0 million size standard.

Place of performance is Naval Base Point Loma, San Diego, California. The compressor must deliver 800 SCFM at 125 PSIG maximum system pressure with regulated delivery at 115 PSIG, be UL-listed, weatherproof for outdoor operation across −10°F to 110°F ambient conditions, and feature freeze protection. The contractor must supply and pre-connect a 1000-gallon ASME air receiver tank (150 PSIG minimum), an 800 CFM desiccant dryer achieving −40°F pressure dew point, a distribution manifold with six 1.25-inch outputs, 250 feet of 3-inch air hose, and 200 feet of 460 VAC 3-phase power cable with Camlok connections. Discharge air temperature shall not exceed 100°F operating in ambient up to 110°F. The contractor must route up to 1500 feet of emergency-stop cabling and is responsible for making final electrical connections; the government handles shipboard air routing and connections.

The base period runs November 2, 2026 through December 6, 2026 (5 weeks), with an optional extension December 7–20, 2026 (2 weeks). Personnel accessing the base must be U.S. citizens with valid identification and base access badges. Complete start-up, commissioning, and weekly preventative maintenance by qualified technicians are required, with repair within twelve hours or replacement within twenty-four hours at no extra cost. Award goes to the lowest-price technically acceptable vendor. Vendors must register in SAM and submit quotes via email with complete pricing, technical specifications, equipment brochures, and documentation of any specification exceptions. Amendment 0002 clarifies that two coordinated 400 CFM units do not satisfy the single 800 CFM requirement.
