About this opportunity
Naval Sea Systems Command seeks quotes for the rental of two diesel-powered counterbalance forklifts—one 5.5K–8K pound capacity unit and one 14K–17K pound capacity unit—for Naval Base New London in Groton, Connecticut, with quotes due August 13, 2026 at 10:00 AM ET. The procurement is Total Small Business set-aside.
Equipment is required for four weeks of operation from August 24 through September 20, 2026, with an optional four-week extension through October 18, 2026. All units must be no older than five years, equipped with pneumatic tires, operator compartments (open or closed cab), independent side-shift, hydraulic fork positioners, backup alarms, and working lights. The contractor bears responsibility for all rental, maintenance, repairs, and replacement, with technician response required within four hours and equipment repair or replacement within 24–48 hours. Vendors must provide delivered pricing inclusive of all shipping costs as separate line items and confirm availability.
Compliance with OSHA requirements, safety protocols, environmental controls including spill containment, and hazardous material disposal is mandatory. Contractors must submit relevant past performance demonstrating two projects within the last five years and provide emergency repair contact information and personnel rosters per data delivery requirements.
Evaluation prioritizes technical acceptability (compliance checklists), then relevant past performance, then price (lowest price technically acceptable). Award is on an all-or-none basis. Payment options include Wide Area Workflow or Government Commercial Purchase Card up to $100,000. The NAICS code is 532490; PSC is W039. Submissions must be emailed to william.v.leduciii.civ@us.navy.mil.
