About this opportunity
The Department of the Air Force Pacific Air Forces is seeking architectural and engineering (A&E) services for a comprehensive renovation of Building 2272, a 79,500-square-foot dormitory located at Eielson Air Force Base in Alaska. The project aims to fully renovate the facility, which currently houses 175 rooms for Airmen, with the primary objective of ensuring compliance with current codes, standards, and installation facility requirements while optimizing energy efficiency. Interested firms must submit a qualification package including a Standard Form 330, Instructions to Offerors document, and a Past Performance Questionnaire. The evaluation criteria will focus on five key factors: professional qualifications, specialized experience, technical competence, capacity to accomplish the work, past performance, and geographic location. Firms must demonstrate expertise in cold climate design, building renovations, sustainable building requirements, and hazardous materials remediation, with key personnel licensed in multiple engineering disciplines including architecture, civil, structural, mechanical, fire protection, electrical, and chemical engineering.
The pre-solicitation notice is designated as a total small business set-aside, with an anticipated design fee of $250,000 or higher and estimated construction costs between $3-5 million. The government plans to evaluate the top three firms and request pricing from the highest-ranked firm, with a strict requirement for 100% design documents to be delivered within 272 calendar days. The project will involve comprehensive investigations including site condition assessments, hazardous material surveys, and development of detailed design concepts and cost estimates. Prospective contractors must be prepared to submit complete documentation including specifications, drawings, and other materials necessary for the government to advertise and award a subsequent construction contract. The solicitation was posted on December 13, 2024, with responses due by January 13, 2025, providing potential offerors approximately one month to prepare and submit their qualification packages for this significant dormitory renovation project.
