1.0. SPECIFIC REQUIREMENTS FOR INVESTIGATION AND DESIGN
1.01. GENERAL: The Architect-Engineer (A-E) shall perform the services as described in the subsequent
Sections of this Statement of Work (SOW) and as described below. If there are conflicts between other sections of the SOW and this Section, the provisions of this Section shall have precedence.
1.02. BACKGROUND: Building 2272 is a four-story structure (comprising three above-ground levels) originally constructed in 1992 with minimal subsequent renovations. The building is approximately 79,500 square feet of space, with 175 rooms accommodating Airmen. The three above-ground stories primarily consist of bedrooms, bathrooms, and various miscellaneous use rooms.
1.03. SCOPE OF DESIGN PROJECT:
A. General: The work includes the following: (1) investigating site conditions; (2) collecting and reviewing project data and records; (3) performing a hazardous material survey of the facility (4) creating a design concept and cost estimate for renovation of Building B2272 and the surrounding site; (5) submitting an investigation report; (6) discussing the results at the Pre- Design Conference; (7) making the revisions requested by the Government; and (8) producing a complete design based on the requirements specified above and based on comments received during the 35%, 65%, and 95% review meetings.
B. Specific Project Goals:
1. The project calls for a 100% design for the complete overhaul of Building 2272.
The overall objective of this design initiative is to fully renovate both the building and its surrounding site, ensuring full compliance with current codes, standards, and Eielson’s Installation Facility Standards (available from the Whole Building Design Guide). Moreover, the aim is to optimize the buildings furnishings for improved energy efficiency and ease of maintenance. The planning charrette has been previously completed and will be included as a starting point for the design.
The 354th CES has selected COA #2 as the preferred alternative from this planning charrette. This document is included as an attachment to the SOW.
2. The scope of work encompasses various critical building systems that require updates to meet current standards, including but not limited to life safety systems, fire protection systems, HVAC systems, mechanical, electrical, plumbing, structural components/cladding, utilities within the building, and connections to the main lines. All systems outlined in the SOWs programming thresholds and egress points will also be addressed.
3. Besides the aforementioned systems, the following furnishings and finishes will be repaired by replacement: ceiling finishes, floor finishes, exterior finishes, light fixtures, wall finishes, plumbing fixtures (toilets, showers, sinks), terminal unit fan coils, thermostats, windows, window awnings, roof, cabinets (base and wall), countertops, ceiling fans, interior and exterior doorways, and hard-wired smoke detectors. Additionally, the comfort and daily activities of Airmen should be taken into account when planning the renovation and spaces.
C. The work required under this contract includes investigation, analysis, and design services necessary to design a construction project to accomplish the goals described above.
D. The final design product shall include the following items: Complete specifications and drawings necessary for the Government to advertise and award a construction contract for the work. The A-E’s design shall include provisions for the abatement and disposal of any hazardous materials that would be disturbed as a consequence of performing the work of this project.
E. The A-E is expected to include drawings and photographs with the body of each submittal as necessary to adequately describe the work involved. Drawings associated with each submittal shall be of a sufficient size so that details and notes are easily readable. Drawings 11"x17" or smaller may be bound with the report.
1.04. HAZARDOUS MATERIALS: The following guidance shall be used for dealing with hazardous materials:
Asbestos containing materials (ACM), lead base paint (LBP), polychlorinated biphenyls (PCBs), contaminated soils, and other hazardous materials are present in and around B2272. The A-E shall address the presence of hazardous materials in the design project, perform testing for hazardous materials (asbestos, LBP, and PCBs), and prepare project documents for their remediation in accordance with (IAW) with UFGSs.
Technical provisions shall be developed such that all requirements for handling, worker protection, and environmental protection at the work site are referenced to OSHA, EPA, and ADEC regulations.
A. When construction requires special demolition procedures to protect personnel from exposure to excessive levels of hazardous materials, these requirements shall be specified and coordinated with the Eielson AFB project engineer and the Eielson AFB Environmental Element of the Installation Management Flight. These procedures shall not be less stringent than Federal OSHA and EPA requirements. Mitigation of hazards to workers shall be included in this design project.
B. The following items are a minimum of what shall be included in the project documents when dealing with hazardous material remediation. Project drawings shall denote the location of hazardous materials and provide sufficiently detailed information for their remediation, to include accurate quantities. Project drawings shall also note the location of approved, permitted, on-base disposal areas, if available, for use during project construction. The most direct haul route, minimizing the exposure risk for personnel, between the project site and disposal area shall also be shown on the drawings. Construction contractor notification and permitting requirements shall be specified.
C. The goal of this project is not to abate all hazardous materials in the plant or the project area.
However, the design shall include provisions for avoidance or abatement of any hazardous materials found in the hazmat survey conducted by the A-E firm.
D. The design shall include a project specific Waste Disposal/Borrow Pit section. The A-E shall complete the estimated quantities of wastes to be generated and borrow materials required on the Worksheet during the 35% design phase. The Eielson AFB Natural Resource Manager will then produce a project specific Waste Disposal/Borrow Pit Plan section to be incorporated into the specifications at the 65% design phase.
