About this opportunity
The Drug Enforcement Administration (DEA) has issued a Special Notice for the Renewal of the LabX Application/Software Maintenance Plan, seeking to continue its existing software support services with Mettler Toledo. The notice, posted on January 16, 2025, with a response deadline of January 21, 2025, focuses on maintaining the current LabX software ecosystem within the DEA's Information Systems Division. The agency has determined that continuing with the current provider is the most cost-effective and operationally efficient approach, as switching to an alternative software platform would require significant financial investment and extensive system integration testing. The solicitation is classified under the NAICS category 541519 for Other Computer Related Services and PSC category 7C20 for IT and Telecom Data Center Products.
The primary objective of this Special Notice is to secure a comprehensive Software Support and Maintenance Plan (SMP) that will provide the DEA with ongoing access to LabX software updates, new features, and support mechanisms. The solicitation covers four service plan levels (100-400) and will have a performance period from January 28, 2025, through January 27, 2026. The contract will be awarded as a firm-fixed price and is unrestricted, meaning all qualified contractors can potentially respond. Key requirements include electronic invoice submission to Invoice.InfoSys@dea.gov and compliance with extensive security and privacy protocols. Mettler Toledo is identified as the sole source provider due to the proprietary nature of the LabX software, with the DEA committing to monitoring the market for potential future competition. Contractors interested in responding must carefully review the detailed requirements in the Request for Quote (RFQ) and ensure full compliance with the specified technical and administrative specifications.
Notice text
Notice of Intent IAW FAR 6.302-1
The DEA requires LabX as a Software Support and Maintenance Plan (SMP) which is a comprehensive line up of services designed to enhance the use and ownership experience for not only a single LabX workstation, but also the included networked lab. With the SMP, DEA will have access to new LabX features and functionality via periodic software updates and new releases, and access to a range of help mechanisms and valuable benefits available exclusively to active SMP subscribers.
DEA has invested into LabX software capability and using a different Software brand would incur fees to buy new licenses (vice renewals) and cause extensive integration and testing of the system.
