About this opportunity

The Department of Homeland Security Customs and Border Protection is announcing its intent to award a firm-fixed-price purchase order to Corp Ten International for renewal of software maintenance and technical support for the Air and Marine Operations Center (AMOC) Unitrac Electronic Tracking System and AutoFind Mapping System, with responses due by August 18, 2026. This is a sole-source procurement under FAR 13.106-1(b)(1); the government intends to solicit and negotiate directly with Corp Ten International and will not accept competitive proposals. The award justification rests on the "item peculiar to one manufacturer" exception—CBP determined that Corp Ten is the only provider capable of supporting these proprietary satellite tracking systems, and failure to award to them could result in system failure jeopardizing CBP's ability to track overt activities.

The 12-month base contract period runs September 1, 2026 through August 31, 2027. Performance occurs at the AMOC facility at March Air Reserve Base, California and at AMOC COOP locations. Work is classified UNCLASSIFIED. All deliverables must comply with Section 508 of the Rehabilitation Act, requiring an Accessibility Conformance Report using the Voluntary Product Accessibility Template (VPAT) Version 2.0 508 or later for each commercially available ICT item, addressing applicable Chapter 5 WCAG Level AA Success Criteria.

Contractors believing they can meet the requirements must submit a capabilities statement to the Contract Specialist at nykia.warren@cbp.dhs.gov by the August 18, 2026 response date.
