About this opportunity

The National Institute of Allergy and Infectious Diseases (NIAID), part of the Department of Health and Human Services National Institutes of Health, intends to renew a Globus Connect Server (GCS) Subscription and Connector Access on a sole-source basis with the University of Chicago. The procurement involves maintaining a specialized data transfer system used to move and share protected data, including HIPAA-regulated information and controlled unclassified data, to support research collaboration and accelerate scientific discovery. The renewal will cover server deployment, additional modules for expanded functionality, appliance maintenance, updates, patches, and professional support for the National Eye Institute's two deployed Globus node servers. This Notice of Intent indicates the government plans to negotiate and award directly to the University of Chicago without full and open competition. Interested vendors who believe they can meet the requirements may submit capabilities statements and past performance information by the September 14, 2025 deadline, though this appears to be primarily a courtesy notice given the sole-source intent.

This procurement does not utilize any set-aside designations and targets the University of Chicago located at 455 N. Cityfront Plaza Dr. Suite 3250, Chicago, IL 60611 as the intended sole-source contractor. The specific requirements include one Globus Standard Subscription Renewal and one Connector Open Access at the standard level, with performance taking place at the National Eye Institute facility at 31 Center Dr, Bethesda, MD 20894. The government intends to award a purchase order following the conclusion of this notice period. The procurement falls under NAICS code 513210 for Software Publishers and PSC code 7A21 for IT and Telecom Business Application Software. No award values or budget ranges are specified in the notice, and the timeline indicates this is the only notice the government will issue regarding this requirement.
