About this opportunity

The Bureau of Alcohol, Tobacco, Firearms and Explosives issued a sole-source contract notice on June 11, 2026 for renewal and support of the BankScan enterprise software license through September 29, 2031, with a June 15, 2026 response deadline; award is intended for Gee Whiz Software, LLC of San Diego, California under FAR 6.103-1, and this notice is not a request for quote.

ATF uses BankScan for forensic and financial investigative casework, relying on its unique capability to extract and convert bank statements and financial documents into Excel files with rapid automation. The software includes ATF-specific templates developed by the vendor for record conversion and analysis tasks that comparable products cannot perform. BankScan also integrates a proprietary OmniScan version that enables seamless operation within ATF's Power BI infrastructure. Market research identified no alternative products offering equivalent electronic document extraction and conversion capabilities; loss of the license would significantly hamper complex case analysis and investigative performance.

The contract covers an enterprise license for no fewer than 60 users with a base period cost of $58,000 (September 30, 2026 – September 29, 2027) and four option periods at standard escalation: $59,740, $61,532, $63,378, and $65,280 respectively, totaling the estimated cost if all options are exercised. The vendor provides ongoing support including a template library and new template creation at no additional cost, with one- to two-day development cycles for custom templates.

Notice text

The Bureau of ATF intends to award a sole source contract for the period 9/30/26 – 9/29/31 if all options are exercised to Gee Whiz Software, LLC of San Diego, CA for BankScan Enterprise License support renewal.  This sole source notice is issued IAW RFO 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.  ATF currently utilizes the BankScan enterprise software license for forensic and financial investigative casework, which is unique and mission critical. ATF also uses BankScan to perform essential financial and non-financial analysis in support of investigations. BankScan possesses a unique mix of features that are not available in any other product, including the ability to extract and convert bank statement and other information quickly and accurately, which enables efficient performance of complex analyses.

BankScan has also built several specific templates relevant only to ATF that other comparable software products cannot provide.  By not continuing with this enterprise license, ATF would lose a key tool that it utilizes in its investigations, significantly hampering complex case analysis. Lastly, BankScan developed its own proprietary version of OmniScan that allows BankScan to operate relatively seamlessly, which is not provided in other similar software programs.

THIS IS NOT A REQUEST FOR QUOTE.
