About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) document for a sole-source contract under the Simplified Acquisition Threshold.
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Office of Science and Technology, Financial Investigative Services Division (FISD) intends to award a sole-source firm-fixed contract to Gee Whiz Software LLC, located at 6540 Mulberry Street, San Diego, CA 92114, for renewal and support of the BankScan enterprise software license. The contract is justified under FAR 6.103-1, citing that only one responsible source exists and no other supplies or services will satisfy agency requirements. The vendor will provide data entry automation software that converts paper and PDF bank and credit card statements and other financial documents into Excel files, including building templates for record conversion and providing ongoing support with a template library and new template creation at no additional cost. The award covers an enterprise license for no fewer than 60 users for the period September 30, 2026 through September 29, 2031 if all options are exercised. Pricing includes a base period of $58,000 (September 30, 2026 – September 29, 2027) and four option periods with standard escalation: $59,740 (2027-2028), $61,532 (2028-2029), $63,378 (2029-2030), and $65,280 (2030-2031), for a total estimated cost if all options are exercised. The justification emphasizes BankScan's unique functionality, custom ATF-specific templates, rapid template development capability (one to two days), seamless integration with ATF's Power BI infrastructure, and the significant costs and operational disruption associated with transitioning to alternative software solutions. Market research identified no comparable alternative products offering equivalent electronic document extraction and conversion capabilities.

5. A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring use of the authority.
ATF currently utilizes the BankScan enterprise software license for forensic and financial investigative casework, which is unique and mission critical. ATF also uses BankScan to perform essential financial and non-financial analysis in support of investigations. BankScan possesses a unique mix of features that are not available in any other product, including the ability to extract and convert bank statement and other information quickly and accurately, which enables efficient performance of complex analyses.
The enterprise license also includes support to include the building of unlimited templates at no additional cost which can be completed within one (1) to two (2) days. The short turnaround time is critical to ATF’s mission as FISD cannot afford to wait up to weeks or months to implement/install a different software product to build new templates. Furthermore, BankScan is currently being used by every ATF forensic auditor and is part of FISD’s standard operating procedures. Every auditor has been trained to use it and ATF/FISD would incur significant costs and time with the procurement of a new tool unproven within the ATF environment.
BankScan has also built several specific templates relevant only to ATF that other comparable software products cannot provide. For example, Bankscan has built a template to process ATF Form along and other non-financial templates that have been custom built for ATF and FISD; this specific template can combine multiple files into one file/template for Power BI.
These templates were specifically built for ATF forensic auditors who have been trained in how to use this as part of Power BI training. By not continuing with this enterprise license, FISD would lose a key tool that it utilizes in its investigations, significantly hampering complex case analysis. Lastly, BankScan developed its own proprietary version of OmniScan that allows BankScan to operate relatively seamlessly, which is not provided in other similar software programs. The CO will post a sole source notice on SAM.gov; however, market research has not identified to date any authorized resellers of BankScan software. Other market research efforts included internet searches for resellers of the BankScan product, but none were identified;
web searches for comparable software to BankScan offering electronic document extraction and conversion but it was determined that no individual product or group of products could fully replace Bankscan’s complete functionality.
FISD utilizes 1 each of ScanWriter and AIT CFIS; however, these products do not offer the same capabilities as BankScan and are significantly more expensive, which is why FISD only uses 1 license of each ($ and for annual maintenance for ScanWriter and AIT CFIS, respectively); just to initially procure a license it would between $ K and $ K for AIT CFIS and $8,729); BankScan’s enterprise license to include all necessary template for 60 users is estimated at $ for the base year with an standard escalation.
