About this opportunity
The National Oceanic and Atmospheric Administration seeks to procure 10,409 megawatt-hours of Renewable Energy Certificates to meet federal statutory compliance under the Energy Policy Act of 2005, with quotations due July 31, 2026. The procurement is a 100% set-aside for small business and is issued as a combined synopsis and request for quote under FAR Part 12 (Commercial Products and Services).
Place of performance is Silver Spring, Maryland. RECs must be Green-e Energy certified or equivalent, generated from eligible renewable resources (wind, solar, geothermal, or biomass) within the United States from facilities with a Commercial Operation Date on or after January 1, 2011, and generated during the April 1, 2025, through January 1, 2027, production window. RECs must be tracked through recognized electronic registries (WREGIS, M-RETS, NEPOOL GIS, GATS, or NAR) and retired directly on NOAA's behalf by December 15, 2026.
The contractor must submit a single, all-inclusive firm-fixed-price unit rate per megawatt-hour encompassing all registry charges, transfer fees, retirement costs, and documentation. Award will be made on a lowest-price, technically acceptable basis. RECs generated on federal land or at federal facilities receive a 2.0x statutory evaluation credit, reducing the physical quantity required. Small business primes may partner with large-business REC suppliers subject to FAR 52.219-14 subcontracting limitations. REC brokers, marketers, and aggregators may compete without owning generation facilities. The previous incumbent, GreenLight Energy Group, LLC, is eligible to rebid. Quotations should be submitted to Patrill.Smith-Moody@noaa.gov. NAICS codes are 221114 (Solar Electric Power Generation) and 221115 (Wind Electric Power Generation).
