About this opportunity
The U.S. Army Corps of Engineers District in St. Louis is seeking a small business contractor for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for infrastructure construction and maintenance at the Rend Lake Project. The contract requires comprehensive facility rehabilitation, repair, construction, and maintenance services across multiple infrastructure domains. Specific work areas include earthwork, road maintenance, utility infrastructure repairs, structure procurement and installation, and recreational facility improvements. The contract encompasses a broad range of civil engineering tasks involving roads, parking lots, trails, campgrounds, drainage structures, water/sewer/electrical utilities, and shoreline management. While specific evaluation criteria are not detailed in the pre-solicitation notice, the contract appears to prioritize small businesses with demonstrated capabilities in heavy and civil engineering construction.
This opportunity is designated as a total small business set-aside, targeting contractors in the NAICS 237990 category for Other Heavy and Civil Engineering Construction. The pre-solicitation notice was posted on February 10, 2025, with responses due by March 10, 2025, indicating a 30-day response window for interested contractors. Although specific award values are not disclosed, the IDIQ structure suggests multiple potential task orders with varying scopes and potential compensation levels. The geographic focus is the Rend Lake Project area, which will require contractors to have local or regional expertise in infrastructure maintenance and construction. The contract's broad scope and multiple work domains suggest a potentially significant and ongoing commitment for the selected small business contractor, with opportunities for multiple task order awards over the contract's lifecycle.
