About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis is seeking a contractor to remove, replace, and dispose of 1,268 Valve-Regulated Lead-Acid (VRLA) batteries across five ADN shelters at Fort Leonard Wood, Missouri. The contract requires a comprehensive approach including on-site battery testing in the presence of a government representative, weekly status update meetings, and strict adherence to multiple industry standards such as NEMA, ANSI, ASTM, ICEA, IEEE, and NEC. Contractors must complete a mandatory site walk-through prior to commencing work and submit critical documentation including a safety report to the Base Safety Office, an Environmental Hazard Report to the Department of Public Works, and emergency contact information to the Fire Department. The pre-solicitation was posted on December 16, 2024, with responses due by January 12, 2025, indicating a relatively short response window for potential bidders. Specific technical requirements include mega meter testing of each installed battery and compliance with Underwriters Laboratories listing standards.

The contract is not designated for any specific small business set-aside, which suggests it is open to all qualified contractors in the Battery Manufacturing (NAICS 335910) sector. The total project scope involves replacing batteries in five specific buildings, with quantities ranging from 64 to 326 batteries per location, and must be completed within 120 days after receiving the Notice to Proceed. Contractors will need to provide specialized VRLA batteries, primarily PWHR1234W2FR 12v-9ah units compatible with Eaton Powerware systems, including 9155-8 8KVA UPS units and extended battery modules. While no specific award value is mentioned, the complexity of the project involving multiple buildings, specialized equipment, and stringent safety and environmental reporting requirements suggests a significant contract value. The government will inspect the completed work and provide any deficiency list within one week of project completion, indicating a thorough post-installation review process.
