About this opportunity
The Norfolk Naval Shipyard, under the Department of the Navy Naval Sea Systems Command, is seeking contractors to remove four double-wide trailers from the Pier 3 Complex at Berth 22. The contractor will be responsible for removing temporary production facilities measuring 24' x 40' each, with the option to demolish the structures on-site, and must ensure proper disposal of all associated debris from the naval facility. The work includes taking ownership of all leftover materials such as furniture, cabling, and facility infrastructure, as well as portions of the staircase system that are not shipyard scaffolding. Contractors must provide all necessary cranes, labor, materials, equipment, tools, transportation, and supervision for the project, while complying with extensive security requirements including obtaining DBIDS cards and following specific safety protocols. Interested parties must submit capability statements by October 16, 2025 at 12:00 PM via email to the designated Navy contacts, with one document indicating a deadline of October 21, 2025.
This procurement is designated as a Total Small Business set-aside under NAICS code 238910 (Site Preparation Contractors), though the government may also proceed through full and open competition depending on market research results. The contract award is anticipated by November 14, 2025, with a two-month performance period running from November 15, 2025 to January 14, 2026. No incumbent contractors or potential award values are specified in the sources sought notice. The project involves four trailers with specific identification numbers provided in the documentation, and the work supports future CNO availability at the shipyard. Responses to this market research are voluntary with no guaranteed financial commitment from the government, and contractors will need to meet stringent security and safety requirements for access to the naval facility.
