About this opportunity
The Air Force Life Cycle Management Center (AFLCMC) at Hill Air Force Base is conducting market research to identify potential contractors for Removable Memory Cartridges (RMCs) for Digital Video Recorders (DVRs) used in F-16 aircraft. The government seeks to procure approximately 500 RMCs that will be compatible with F-16 Block 30/32, 40/42, and 50/52 aircraft across USAF, Air National Guard, and Air Force Reserve fleets. The RMCs must maintain full compatibility with existing DVR and PCDS systems, including mechanical fit, electrical interfaces, and recording/playback capabilities. All hardware and firmware data is proprietary to Elbit Systems of America (ESA) and Elbit Systems Ltd (ESL), with limited data rights available. Interested parties must submit a 10-page response within 15 calendar days after publication (by August 6, 2025), including company details, past performance, business classification, and capabilities.
This sources sought notice does not indicate any specific set-aside designation, though the government has expressed particular interest in small business participation, including 8(a), Service-Disabled Veteran-Owned, Hub Zone, and Women-Owned small business concerns. The current contractors or data rights holders appear to be Elbit Systems of America and Elbit Systems Ltd, who maintain proprietary control over the hardware and firmware specifications. The procurement will fall under NAICS code 334418 for Printed Circuit Assembly (Electronic Assembly) Manufacturing. The government intends to use the market research responses to determine the best acquisition strategy and assess whether the procurement can be competitive or designated as a total small business set-aside. Responses should be submitted to Kirsten Rivera at Hill AFB, Utah, and must include information about any anticipated teaming arrangements and similar services provided to both government and commercial customers over the past three years.
