About this opportunity
The U.S. Geological Survey (USGS) is conducting market research to determine availability of qualified lessors capable of providing a Remotely Operated Vehicle (ROV) for seafloor operations, with responses due August 6, 2026. This is a sources-sought announcement, not a request for quote or proposal; the Government is not committed to award and will not reimburse response preparation costs.
The ROV will support re-occupation and re-battery of an existing seafloor geodetic benchmark approximately 3,100 meters below the ocean surface offshore northern California within the Cascadia subduction zone. Operations are scheduled for calendar year 2027 as an add-on to National Science Foundation cruises led by Scripps Institution of Oceanography. Work will be performed aboard the University-National Oceanographic Laboratory System vessel R/V Roger Revelle, with sailing schedules to be determined.
The ROV must be U.S.-operated, working-class equipment capable of operating at 3,000–3,500 meters water depth and deployable from R/V Revelle. It must lift approximately 200 pounds, securely transport a GNSS-A transponder to the seafloor, and precisely install it onto an existing benchmark base plate, and must include a heavy-lift sled for transporter movement.
Award evaluation factors include demonstrated experience in scientific work of this type, workspace accommodations aboard vessel, equipment deployment methodology, and proven ability to operate equipment on similar platforms. Cost alone will not determine award. Responses must be submitted by email to tracy_huot@ios.doi.gov by August 6, 2026 at 1700 Pacific Daylight Time. NAICS 532411 applies; the size standard is $45.5 million.
