About this file

This is a Statement of Work for a Remotely Operated Vehicle (ROV) lease requirement issued by the U.S. Geological Survey. The ROV is needed to support the re-occupation and re-battery of an existing seafloor geodetic benchmark located approximately 3,100 meters below the ocean surface offshore northern California within the Cascadia subduction zone. The planned operations are scheduled for calendar year 2027, potentially spanning the FY26/FY27 budget year, and will be conducted as an add-on to currently funded National Science Foundation cruises led by Scripps Institute of Oceanography. The work will be performed aboard the University-National Oceanographic Laboratory System vessel R/V Roger Revelle, with specific sailing schedules to be determined.

The ROV must meet five primary technical requirements: it must be U.S.-operated and working class capable of operating at 3,000-3,500 meters water depth; it must be deployable from R/V Revelle; it must be able to lift approximately 200 pounds, securely transport a GNSS-A transponder to the seafloor, and precisely install it onto an existing benchmark base plate; and it must include a heavy-lift sled essential for transporting transponders. Contract award determination will not be based solely on cost; evaluation factors also include demonstrated experience in scientific work of this type, workspace accommodations aboard the vessel, equipment deployment methodology, and proven ability to operate equipment on similar platforms.

Statement of Work

The U.S. Geological Survey has a requirement for a lease of a Remotely Operated Vehicle (ROV) to support the re-occupation and re-battery of an existing seafloor geodetic benchmark at ~3100 meters water depth offshore northern California and the Cascadia subduction zone. The planned operations are as an add-on to currently funded National Science Foundation (NSF) cruises led by partner Scripps Institute of Oceanography (SIO). The operations are scheduled to occur in calendar year 2027 (potentially spanning the FY26/FY27 budget year) aboard the University-National Oceanographic Laboratory System (UNOLS) vessel R/V Roger Revelle, with specific sailing schedules to be determined.

Vessel Operational Specifications to be provided to USGS

1. Name and detailed description of the vessel to be used under this contract

Vessel Requirements

1. The vehicle must be a U.S.-operated, working class Remotely Operated Vehicle (ROV)

2. The vehicle must be able to work at 3000-3500 m water depth

3. The vehicle must be able to be deployed from the UNOLS vessel, R/V Revelle

4. The vehicle must be able to lift ~200lb GNSS-A transponder, securely transport the transponder to the seafloor, and precisely install onto an existing benchmark base plate on the seafloor.

5. The vehicle requires a heavy-lift sled essential for transporting transponders to the seafloor with the ROV

The contract award will not be determined solely by cost alone. Experience in this type of scientific work, workspace accommodations, method of deployment of equipment, and ability to operate equipment on similar platforms will be considered.
