About this opportunity
The Federal Aviation Administration seeks proposals from non-towered and underserved airports to plan, develop, and deploy Remote Tower Systems across the National Airspace System, with proposals due June 22 and questions due May 10. The FAA has approximately $36 million available for implementation across multiple awards, with individual remote tower systems estimated to cost between $4 million and $10 million depending on airport specifications, excluding site construction costs.
Place of performance is Washington, DC. The procurement targets small or rural community airports, though sponsor-owned Federal Contract Towers may apply with lower priority. Proposals must not exceed 10 pages for cover letter and contact information but include detailed responses on airport layout and characteristics, existing or planned infrastructure (particularly fiber-optic connectivity), operational readiness, proposed Remote Tower control room location and space requirements, estimated construction costs, planned air traffic services hours, proximity to other airports, and willingness to participate in future FAA research efforts.
The NAICS code is 488119, Other Airport Operations; the PSC code is N063. Currently only Raytheon/Frequentis is pursuing System Design Approval (SDA) compliance, with anticipated completion by September 2026. Single-runway airports with runway lengths of 3,001 to 5,000 feet receive highest technical scoring; multi-runway and longer-runway configurations score lower pending future SDA expansions. Evaluation uses a best-value tradeoff approach with technical approach weighted significantly higher than cost. Proposals offering higher cost-sharing contributions receive more favorable evaluation. The FAA reserves the right to award without discussions, conduct exchanges, or request Final Proposal Revisions. Offerors must be registered and active in SAM.gov at proposal submission and through contract award. The acquisition will proceed as an Other Transaction Agreement.
