About this opportunity
The Bureau of Land Management (BLM) Northwest Oregon District is soliciting quotations for four solar-powered Remote Offsite Kiosk (ROK) machines designed to eliminate cash transactions at recreation sites across Northwest Oregon. The procurement requires one single-fee-type machine and three multiple-fee-type machines, with kiosks engineered to operate without electricity, internet, or cellular service while supporting programmable fee configurations, cloud-based data storage accessible via Bluetooth, and data reporting capabilities. Key technical requirements include a one-year warranty on parts, electronic compatibility with existing ROK systems throughout the district, and adherence to commercial item standards under NAICS code 561990. Award will be made to the responsible offeror whose offer provides the best overall value to the Government, evaluated on technical approach and price. The initial solicitation due date of April 6, 2026, has been extended to June 4, 2026, at 0900 Pacific Daylight Time, with questions due at least two business days prior to the closing date.
This procurement is designated as a Total Small Business set-aside with a NAICS size standard of $16,500,000. No incumbent contractor is identified in the solicitation documents. The contractor will be responsible for all personnel, materials, transportation, and installation costs, with the single-fee machine required for installation by May 1, 2026, and the three multiple-fee machines to be installed within five years of contract award. The contract period extends five years from the date of award, with a Period of Performance established from April 15, 2026, to April 14, 2027. The four installation locations are Elkhorn Valley Day Use (Cascades Field Office), Nestucca River Corridor (Tillamook Field Office), Whittaker Creek Campground (Siuslaw Field Office), and Sharps Creek Campground (Upper Willamette Field Office), with the BLM providing 3x3 concrete pads at each location prior to kiosk installation.
