About this opportunity

The Centers for Disease Control and Prevention (CDC) Office of Safety, Security and Asset Management intends to award a sole source contract for comprehensive nationwide fingerprinting services, specifically targeting CDC personnel located in remote areas beyond a 50-mile radius from CDC headquarters in Atlanta or its nine field locations. The procurement requires a contractor to establish a robust Livescan fingerprint collection network with proprietary technology for secure electronic capture and transmission of fingerprints, along with on-site identity proofing capabilities and compliance with FBI certification standards. The CDC has identified FieldPrint Inc. of Mount Laurel, New Jersey as the only source capable of meeting these specialized requirements due to their unique capabilities and integrated hardware solutions. While this is formally a notice of intent for sole source award, the agency is requesting capability statements from interested sources to determine whether competitive procurement should be pursued instead. The evaluation will use a lowest-price, technically acceptable approach, and capability statements are due by 3:00 PM EST on July 8, 2025, with submissions limited to two pages and accepted only via email.

This procurement does not include any set-aside designations and is open to all qualified contractors, though FieldPrint Inc. is the intended sole source recipient based on their proprietary capabilities. The contract value is $472,632.55 for a five-year firm-fixed-price arrangement covering one base year and four 12-month option periods, with services beginning September 30, 2025 and extending through September 29, 2030. The government estimates a requirement for 4,650 fingerprinting services annually at a unit price of $18.50, with the flexibility to increase quantities by up to 25% each year. The contractor must be fully operational at contract commencement and provide all necessary management, labor, supplies, equipment, training, and documentation for the fingerprint service network. Additional requirements include maintaining a bilingual customer service call center and operating a 508-compliant website in both English and Spanish to support the nationwide operations.
