About this opportunity

The United States Air Force through the Air Force Sustainment Center at Tinker Air Force Base is seeking a contractor to remanufacture Electro-Mechanical Actuators (NSN 1680-01-267-9557RK, Part Number R16115), which are used to hold or sweep the wing forward in the event of wing sweep actuator system malfunctions on B-1 aircraft. The procurement will be conducted as a firm fixed-price, 2-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract requiring the contractor to provide all labor, facilities, equipment, and materials necessary to return the actuators to like-new condition through disassembly, cleaning, inspection, maintenance, reassembly, testing, and finishing. Prospective vendors must meet mandatory qualification requirements and submit a Source Approval Request (SAR) package to the Source Development, Small Business Office at 405-739-7243, as the part requires engineering source approval by the design control activity to maintain quality standards. The pre-solicitation notice was posted on October 31, 2025, with a response deadline of November 18, 2025. No formal evaluation criteria are detailed in this pre-solicitation notice, though the contract will require compliance with Commercial Asset Visibility (CAV) reporting, Contract Depot Maintenance Monthly Production reporting, and Government Property Inventory requirements as outlined in the Contract Data Requirements List.

This procurement carries no set-aside designation and does not identify incumbent contractors. The contract contemplates delivery of 5 units every 60 days with a minimum quantity of 5 and maximum of 10 units under the IDIQ arrangement, with early delivery acceptable. Based on the Government Furnished Property attachment, the actuators have a unit acquisition cost of $13,700.00, suggesting a potential contract value range of approximately $68,500 to $137,000 for the minimum and maximum quantities over the 2-year period, though final pricing will be negotiated. The actuators measure 12.50 inches in length by 12.50 inches in width by 14.50 inches in height and weigh 8.50 pounds, constructed from aluminum alloy, metal, steel, and electrical components. Successful contractors must comply with extensive documentation requirements, cybersecurity protocols, supply chain risk management standards, and demonstrate production surge capability as part of their performance obligations.
