About this opportunity

The Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) is seeking a small business contractor to relocate critical insect collections and reference library materials from the Beltsville Agricultural Research Center (BARC) to two destination sites in Washington, DC: the National Museum of Natural History (NMNH) Entomology Department and the USDA South Building. The solicitation requires vendors to provide comprehensive transportation services, including careful packing, preparation, and handling of delicate scientific specimens and library materials. Contractors must submit a quote no longer than 75 pages that addresses price, technical ability, quality control, and key personnel, with evaluation criteria focusing on these four components. The proposal must demonstrate expertise in handling sensitive scientific collections and compliance with specific logistical requirements. Quotes are due by April 18, 2025, at 1:00 PM EST, with a target move date of April 30, 2025.

The contract is designated as a 100% small business set-aside under NAICS code 484220 for specialized local freight trucking. Work is restricted to business hours between 8 AM and 4:30 PM, excluding federal holidays and weekends, with specific loading and parking arrangements to be coordinated through NMNH Entomology Collections Manager Floyd Shockley. Vendors must be registered in SAM.gov and submit invoices through IPP.gov, with an emphasis on maintaining a precise chain of custody for the collections during transport. The relocation involves transporting slide-mounted, pinned, and alcohol-preserved arthropod specimens, along with associated laboratory equipment and office materials. Specific performance locations include 10th and Constitution Ave. NW in Washington, DC, and the USDA South Building at 1400 Independence Ave. SW, with USDA and Smithsonian staff providing oversight and placement guidance for the relocated items.
