About this opportunity
The U.S. Army Corps of Engineers, Honolulu District is seeking a contractor to relocate and relocate deep wells above ground at Building 1580, Schofield Barracks on Oahu, Hawaii. This Design-Bid-Build project will be procured as an unrestricted competition utilizing Best Value Trade Off (BVTO) procedures under FAR Part 15, with a firm-fixed-price contract award anticipated. Key requirements include drilling four wells approximately 850 feet deep and 26-28 inches in diameter, installing above-ground motors, and constructing a roof structure to protect equipment from the elements, with each well and pump system sized to deliver a minimum of 2,000 gallons per minute. The Government will evaluate proposals based on four primary criteria: Past Performance, Technical Approach, Small Business Participation Plan, and pricing considerations. Interested contractors must register as vendors in the Procurement Integrated Enterprise Environment (PIEE) prior to solicitation issuance, and specific deadlines for questions, proposal submissions, and other milestones will be detailed in the formal solicitation once released.
This procurement has not been set aside for any particular business category. The estimated period of performance is 1,734 calendar days for the base contract, and the work must ensure existing below-ground wells and pumps remain operational until the new wells can manage Schofield Barracks' peak demand during the June through September period. No current contractor or incumbent is identified in this pre-solicitation notice. The Small Business size standard for the applicable NAICS code 237110 (Water and Sewer Line and Related Structures Construction) is $45,000,000 in annual average revenue, establishing the threshold for small business eligibility. While specific contract award values or budget ranges are not disclosed in this pre-solicitation announcement, contractors should anticipate a substantial construction project given the scope, depth of drilling, and extended performance timeline.
