About this opportunity

The U.S. Department of Homeland Security's Customs and Border Protection (CBP) is seeking information for five Relocatable Passenger Vehicle Scanning Systems as part of its Larger-Scale Non-Intrusive Inspection Program. This Request for Information (RFI) is designed to identify vendors capable of providing mobile X-ray scanning systems for border crossing points that can scan passenger vehicles at 3-10 mph while maintaining a throughput of 150 vehicles per hour. The systems must enable drivers to remain in vehicles during low-dose x-ray scanning, with technical requirements including steel penetration of at least 23mm, resolution of 7mm or less, and material discrimination capabilities. Vendors are required to submit capability statements not exceeding 8 pages, demonstrating their ability to meet specifications and identifying any non-compliant areas. Responses must be submitted via email to specified CBP contacts by March 5, 2025, at 11:00 AM ET, with the agency explicitly stating this is an information-gathering exercise and not a commitment to issue a Request for Proposal.

The procurement is not set aside for any specific business category and is classified under NAICS code 334517 for Irradiation Apparatus Manufacturing. The contract includes a base year with four potential one-year option periods, with system delivery expected to commence within 60 days of order execution. Each relocatable system must have specific dimensions around 13 ft wide by 11 ft high, include independent power sources, operate in temperatures as low as -20C, and be capable of remote operation. The systems will require comprehensive training programs, including operator and train-the-trainer courses, and must maintain 95-96% operational availability for CONUS locations. While specific award values are not detailed, the procurement involves five new (not refurbished) systems with a one-year warranty, comprehensive technical support, and integration capabilities with CBP networks. The systems must also comply with radiation safety regulations and include provisions for ongoing maintenance and technical support.
