About this opportunity

The Air Force Research Laboratory (AFRL) at Eglin Air Force Base, Florida has issued a Special Notice titled "Relentless Wolfpack RFI" as a Request for Information for market research and planning purposes. This RFI seeks to assess industry capabilities for a Capstone Demonstration program focused on networked collaborative autonomous (NCA) weapons systems. The opportunity was posted on April 1, 2026, with a response deadline of April 15, 2026 at 2:00 PM CDT. The notice is classified as unclassified; however, resulting award agreements may contain classified portions. Responses should be submitted to Jace Hilton and Jane Ellison at the contact information provided. Based on responses received, companies may or may not be notified for a potential industry day.

The RFI aims to demonstrate multiple affordable mass cruise missiles from up to five vendors operating together in an interoperable, intelligent swarm capable of rapid software updates and coordinated target engagement in GPS-challenged environments. Interested vendors must submit Statements of Capability limited to seven single-spaced pages, plus an optional three-page risk management appendix, addressing their technical capabilities, data rights assertions, cost estimates, roadmaps, business size classification, teaming arrangements, and preferred contract type. All proposed solutions must include a technically mature (TRL 6 or higher) Weapons Open Systems Architecture (WOSA) v3.7+ compliant affordable mass cruise missile with launch equipment, a surrogate vehicle for testing, network communications equipment, navigation algorithms, processor-based digital emulations, AFSIM-compliant simulation code, and two versions of autonomy software demonstrating modularity and rapid update capability. Vendors must demonstrate the ability to deliver within 16 months of contract award and provide procedures for handling classified information in accordance with security regulations. Affordable mass cruise missiles are defined as capable of traveling a minimum of 350 nautical miles, equipped with a weapon datalink, and costing less than $250,000 per unit.
