About this opportunity

The Department of Health and Human Services (HHS), Office of Mission Acquisition Solutions (OMAS), is conducting a Sources Sought Notice to identify qualified vendors capable of providing a commercially available, cloud-based AI-enabled platform to support the Administration for Children and Families (ACF) in modernizing its regulatory and sub-regulatory review processes. The platform must support AI-assisted drafting of Notices of Proposed Rulemaking (NPRMs) for Federal Register publication, analytical reviews of regulatory documents, regulatory cost-benefit analysis, and alignment with Federal Register drafting conventions, with immediate deployment capability in an active operational environment. This is a pre-solicitation notice for information and planning purposes only, and the government does not intend to award a contract or pay for responses based on this notice. Responses will help HHS determine the appropriate acquisition method and whether a small business set-aside is feasible. The deadline for vendor responses is April 8, 2026, and interested parties should submit completed vendor questionnaires requesting information on company details, socio-economic status, government contract history, platform capabilities, pricing models, security certifications such as FedRamp approval, and whether the solution uses proprietary or third-party Large Language Models.

This procurement carries no set-aside designation at this time, and no incumbent contractors or current award values are identified in the pre-solicitation notice. The suggested NAICS classification is 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) with a size standard of $40 Million, though vendors are invited to recommend alternative classifications if appropriate. No budget range or estimated contract value has been disclosed in the Sources Sought Notice. The notice emphasizes that HHS is seeking information only and that no basis for claims against the government arises from responses submitted or the government's use of such information. A formal solicitation may or may not materialize following this pre-solicitation phase, and vendors interested in this opportunity should be prepared to demonstrate immediate deployment capabilities and compliance with federal security and regulatory standards.
