About this file
This is a Vendor Questionnaire template issued by the Department of Health and Human Services (HHS), Office of Mission Acquisition Solutions (OMAS), designed to solicit vendor responses to a Sources Sought Notice (SSN) for regulatory modernization services. The questionnaire requests vendors to provide company identification information (name, point of contact details, and Unique Entity Identifier), socio-economic status, and details on currently held government contracts including contract numbers, types, and contracting agencies.
The substantive portion of the questionnaire focuses on vendor capabilities related to an AI-assisted platform requirement. Vendors are asked to confirm whether NAICS 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) is appropriate or recommend an alternative classification, and to provide detailed responses regarding platform functionality including: capability to draft documents to specific standards; pricing structure (monthly, token-based, usage fees, etc.); prior use in assessing regulatory text; ability to perform regulatory cost-benefit analysis; security measures (FedRamp approval, SOC 2 certifications); ability to extract required information from publicly available sources; and whether the platform utilizes a proprietary Large Language Model (LLM) or third-party LLM. This questionnaire supports ACF's effort to identify vendors capable of providing a commercially available, cloud-based AI-enabled platform for modernizing regulatory and sub-regulatory review processes, including AI-assisted drafting of Notices of Proposed Rulemaking (NPRMs), analytical reviews of regulatory documents, and regulatory cost-benefit analysis, with immediate deployment capability.
