About this opportunity
The Defense Health Agency has issued a Special Notice seeking contractors to provide Regulated Medical Waste (RMW) Disposal and Incineration Services for critical military medical research facilities at Fort Detrick, Maryland. The services are required for three high-security research institutions: the United States Medical Research Institute of Infectious Disease (USAMRIID), Walter Reed Army Institute of Research (WRAIR), and Naval Medical Research Command (NMRC)-Frederick. This Request for Information (RFI) pertains to the collection, transportation, and incineration of six categories of medical waste generated from high-risk biological research operations. The solicitation falls under NAICS code 562112 (Hazardous Waste Collection) and PSC category S222 (Housekeeping- Waste Treatment/Storage). The government is actively seeking industry input on this specialized waste management requirement while reserving the right to respond selectively to submitted questions.
The Special Notice aims to identify qualified contractors capable of handling medical waste from sensitive biological research facilities with stringent security and safety requirements. Contractors must submit questions by 1100 ET on October 7, 2025, with only one set of questions permitted per vendor, and provide their complete RFI responses by 1100 ET on October 15, 2025, via email to designated government contacts. Eligible contractors must hold certification from the Maryland Department of the Environment as Special Medical Waste Haulers and employ U.S. citizen HAZMAT drivers with proper identification who can pass background checks for facility access. The contract scope includes three weekly collections using 200-gallon red bins, with monthly volumes ranging from 70-95 bins averaging 200 pounds each, and requires comprehensive documentation including manifests, destruction reports, and weight tickets. Additional mandatory requirements include specialized security training programs such as Anti-Terrorism Level I, OPSEC, and iWATCH for personnel accessing these high-security military research facilities.
