About this opportunity

The U.S. Trade and Development Agency (USTDA) is soliciting desk study services to assess digital infrastructure opportunities across sub-Saharan Africa, including connectivity, cloud computing, data centers, smart cities, and cybersecurity sectors. The contractor shall review up to 10 initial project proposals and develop up to 15 Project Reports that evaluate feasibility and recommend whether USTDA should fund activities such as feasibility studies, technical assistance, or pilot projects. Key requirements include conducting Infrastructure Risk Screenings, assessing U.S. export opportunities and foreign competition, identifying interested U.S. companies, and developing detailed Terms of Reference and activity budgets. Evaluation will focus on technical approach, regional expertise, past performance of similar scope and complexity, and price reasonableness, with technical merit weighted significantly more heavily than cost. The proposal deadline is March 20, 2026, at 1:00 PM Arlington, Virginia time, with past performance questionnaires also due by the same deadline, and questions regarding the solicitation were due by February 25, 2026.

This procurement is a 100% small business set-aside under NAICS Code 541690 (Other Scientific and Technical Consulting Services) with no current incumbents identified. The maximum contract value is $19,000,000 on a Firm Fixed Price basis, with an estimated period of performance of 24 months from contract award and an optional 6-month extension available. Award is limited to U.S. firms or U.S. individuals, with contractor and subcontractor employees required to be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence, and subcontractor use capped at less than 50 percent of the proposed price. Deliverables include individual Project Reports submitted on a rolling basis, a comprehensive Final Report compiling all approved reports, and a Public Market Report suitable for publication, all submitted electronically in Adobe PDF format. The place of performance is the United States, and all offerors must be registered and maintain active status in the SAM database at time of submission through final payment.
