About this file
This document is Attachment II of a USTDA (U.S. Trade and Development Agency) solicitation providing guidance and outline requirements for contractors preparing Public Market Reports as part of a Desk Study Series. The Public Market Reports are intended to be shared publicly with U.S. industry to identify export opportunities in emerging economies, distinguishing them from confidential project-specific analyses.
The contractor must structure the Public Market Report according to four main sections. Section A requires an executive summary covering the relevant host country, sector overview, and U.S. export potential. Section B demands background information on the host country and sector, including current market conditions, existing or expected regulations, projected investments, major stakeholder identification, and growth trends relevant to U.S. companies. Section C requires a best estimate of potential U.S. goods and services procurement broken down by category and dollar value, with an illustrative list of potential U.S. suppliers and identification of U.S. companies expressing interest in the sector. Section D mandates discussion of foreign competition by category, U.S. industry competitiveness factors including geographic considerations, local capabilities, technology and licensing issues, procurement processes, and where relevant, an analysis of market entry impediments to trade. The contractor must include appropriate sources and citations throughout the Public Market Report to support the public nature of the document, which may be made available on USTDA's website and referenced in agency outreach to industry.

Attachment II
Desk Study Series: Public Market Report Guidance and Outline
Contractor Guidance:
Through the publishing of Public Market Reports, USTDA seeks to better fulfill its mission of creating U.S. jobs through the export of U.S. goods and services for priority development projects in emerging economies. To better enable U.S. companies to assess and pursue export opportunities, the Public Market Reports will share current market information in the host country and sector considered under this Desk Study Series (rather than the Project-specific analysis contained in the Business Confidential Analysis and Recommendation) with U.S. industry. As such, the Public Market Reports shall include the sections of the Contractor’s research most likely to be of use to U.S. companies that are interested in pursuing export opportunities in the host country sector. At the discretion of USTDA, the Public Market Reports may be made available on USTDA’s website and may be the subject of USTDA alerts or be referenced in outreach USTDA conducts to industry.
In keeping with the public nature of this document, the Contractor must include in the Public Market Report, as appropriate, a list of sources and citations for the information contained in the report.
