About this opportunity
The United States Trade and Development Agency seeks proposals to conduct a regional desk study series focusing on clean energy and critical minerals opportunities in sub-Saharan Africa. The contractor will provide preliminary assessment reports on up to eight countries, followed by more in-depth project reports on up to twelve countries. A final report compiling all findings and recommending projects for potential USTDA funding will also be delivered. Proposals will be evaluated based on technical qualifications, and one award will be made to the offeror deemed best value. The response deadline is September 1, 2023.
There is no set-aside designation. The primary NAICS code is 541690 for other scientific and technical consulting services. The solicitation is open to U.S. firms only under NAICS 541690. The period of performance will be determined by the contractor's work plan. The place of performance is Rosslyn, Virginia, and the potential value is undetermined as pricing will be on a firm fixed price basis with payments made upon delivery of specified reports. Amendments extend the deadline and provide guidance that approximately 80% of projects reviewed will relate to clean energy and 20% to critical minerals.
