About this file
This document is an amendment to a solicitation providing responses to questions received regarding solicitation number 1131PL23RDS11203 for a Regional Sub-Saharan Africa Desk Study for Clean Energy and Critical Minerals. The amendment extends the response deadline to September 1, 2023 at 1:00 PM Arlington, Virginia time. It estimates that 80% of proposed projects reviewed under the desk study would relate to clean energy, with 20% pertaining to critical minerals such as those designated by the U.S. Department of Energy and U.S. Geological Survey. The responses clarify that the United States Trade and Development Agency will provide guidance on initial feasibility studies, technical assistance projects and pilot projects to assess under the desk study, and may consider additional relevant projects identified by the contractor. No travel is expected to be required for this desk study.

Questions and Answers (Bold)
1. What is USTDA’s % estimate of the split between Clean Energy and Critical Minerals projects? While the two are related, they require different areas of expertise and may require the assistance of an external partner which, in turn, will affect the pricing proposal.
Answer: USTDA Estimates that around 80% of proposals would be in Clean Energy, with 20% in Critical Minerals. This will depend on the proposals available and fluctuate, but would not be more than 50% Critical Minerals projects.
2. Question(s) on Classification of CRITICAL MINERALS What minerals does the USTDA classifies as critical minerals? Please give examples of types and descriptions.
Answer: USTDA will use the DoE Critical Minerals list found here: chrome-extension://efaidnbmnnnibpcajpcglclefindmkaj/https://www.energy.gov/sites/default /files/2023-07/preprint-frn-2023-critical-materials-list.pdf and the USGS Critical Minerals list found here https://www.usgs.gov/news/national-news-release/us-geological-survey-releases-2022-list-critical-minerals. Part of the DS scope will include an analysis of the particular strategic value of the mineral/s in question.
3. Would USTDA be willing to take submissions from the Contractor Performance Assessment Reporting System (CPARS) in place of the Past Performance Survey? Offers will not be able to control whether past performance POC submit the survey in time.
Answer: Yes, CPARS submissions would be acceptable.
4. For the eight initial reviews, will USTDA provide guidance on which feasibility studies, technical assistance, or pilot projects (i.e., “activities”) to assess or will the Contractor be responsible for identifying the relevant “activities” to assess?
Answer: In general, USTDA would provide guidance on which FS, TA, or pilot projects the contractor would assess, as many projects come to USTDA directly. If the contractor becomes aware of relevant projects USTDA would be happy to consider them as potential candidates for initial reviews.
