About this opportunity

The United States Trade and Development Agency (USTDA) is seeking a contractor to conduct a comprehensive desk study focused on natural gas and refining technologies in the Middle East, North Africa, Europe, and Eurasia (MENA-EE) region. The contractor will provide technical guidance, conduct market assessments, and develop project recommendations for potential infrastructure investments including regassification terminals, pipelines, storage, methane abatement, flaring, petrochemical and oil refining, and gas power projects. Key requirements include conducting up to eight preliminary assessments and six detailed project reports, with personnel proficient in Arabic and Russian languages strongly preferred. The evaluation will focus on technical expertise in natural gas infrastructure, regional experience, language capabilities, and past performance, with technical factors being significantly more important than price. Questions were due by July 18, 2025, and proposals are due by August 26, 2025, at 1:00 PM Eastern Time following two amendments that extended the original August 12 deadline.

This procurement is unrestricted with no set-aside designation, classified under NAICS Code 541690 for Other Scientific and Technical Consulting Services, and limited to U.S. firms or individuals with contractor and subcontractor employees required to be U.S. citizens or permanent residents. There is no incumbent contractor as this represents a new requirement, and subcontractor usage is restricted to less than 50% of the proposed price. The total potential contract value is $19 million over a two-year performance period. The contractor may be required to travel to the MENA-EE region for up to two six-day trips and participate in up to two reverse trade missions as part of the consulting support services. The place of performance is listed as Rosslyn, Virginia, though the work involves regional analysis and potential travel to the target geographical areas.
